Shortcut letter assignments change with keyboard layout change

I have an ergo keyboard that uses Dvorak layout, and sends Dvorak keystrokes, so for instance when I press 'R' on the keyboard, the keyboard sends 'P', as it should. This means that I use the macOS US keyboard layout, because I don't want the keystrokes to be re-translated. When using my laptop keyboard, I use the macOS Dvorak layout, so when I press 'R' on the keyboard, macOS translates that to 'P', as it should.
